Special Service Guidelines

Requests for Special Service Guidelines


Link Transit welcomes the opportunity to provide special services that increase community event
accessibility. As a recipient of public dollars, Link Transit needs to carefully consider public
need and its responsibilities for providing quality service when considering whether to provide
extra, unscheduled service.

Link reviews requests for service to special events through its Special Services policy. Transit
agencies that receive funding from the Federal Transit Administration, like Link Transit, are
restricted from providing certain types of service based on federal charter service regulations.

There are some guidelines Link Transit must consider when evaluating these requests,
including if:

  • Regular scheduled bus service can accommodate the event’s transportation needs.
  • The service is free of charge and access is open to the public.
  • The request was made at least 30 days prior to the event’s occurrence.
  • The service occurs within Link’s service area and normal span of hours. (Service requests
    outside of Link’s normal span of hours must be approved by the Board of Directors).
  • Link Staff and vehicles are available, without impacting existing service.
  • Cost to Link.
  • Requester is willing to promote the event to ensure sufficient ridership. For service that
    was provided in the past, confirm there was sufficient ridership to justify its continuation.
  • Requestor’s application considers safe guest pickup and drop-off locations and bus
    turnaround logistics. (Buses do not back up)
  • Whether requestor has investigated other transportation operations, including using
    scheduled public transportation service or paying for private transportation service.

If Link determines that service will be provided, Link staff will work with the event organizer to
finalize transportation logistics. Link Transit will have sole discretion around the types of service
and vehicles to be provided.
